It is with great pleasure to announce that Susana Borrás and I have submitted the manuscript that will be published as a new book at Oxford University Press. This co-authored book is the fruit of several years of work. The title of the book is “Holistic Innovation Policy: Theoretical Foundations, Policy Problems and Instrument Choices”.
Our motivation is based on the belief that the theoretical foundations of innovation policy have for a long time remained underdeveloped. Previous literature has dealt with some specific areas of innovation policy, leaving unresolved the large picture. Moreover, some of the theoretical premises remain too abstract to be applicable in the real world of policy-making. The result of all this is a big gap between the world of academia and the real world of policy-makers.
Our book aims to bridge that gap, providing an encompassing theoretical framework that is both, theoretically sound and that grasps the complexity and dilemmas of real-life policy-making. In the book we have been asking fundamental questions like: How do governments identify problems when they design innovation policies? What is the background for the choice of innovation policy instruments? and What are the unintended negative consequences of policy interventions?
Based on the characterization of 10 different activities in the innovation system, we have identified at least 24 different obstacles and barriers that hinder those activities, and which require policy intervention. Likewise, we have singled out and assessed critically what are the most commonly used policy instruments for addressing those problems, and how are those to be designed for addressing the real-life problems. Last but not least, we have identified a series of unintended negative consequences of policy intervention, in the understanding that policy might in some circumstances become a problem itself .
Taken together, this book provides a problem-oriented approach that aims at building the theoretical foundations for the holistic analysis and design of innovation policy.
