Charles presented the inaugural lecture at the Third Ibero-American Forum on Public Procurement and Open Innovation on December 2 – 3 2020, held in Madrid. The forum was organized by Teresa Riesgo, the Secretary of State for Innovation in the Spanish government. The title of the presentation was “Functional Procurement for Innovation, Welfare and the Environment”. The presentation (30 minutes) was dubbed into Spanish.
