Charles gave the initial presentation at a seminar on “Functionally Based Procurement in the Public Sector” on October 30, 2017 in Kista outside Stockholm. The seminar was organized by Swerea/KIMAB was devoted to develop a functionally based demands for anti-corrosive treatment of bridges. Charles’ presentation dealt with purposes and objectives of functional specifications in public procurement.
