Charles participated in the 2019 Conference of Eu-SPRI (European Forum for Studies of Policies for Research and Innovation), held in Rome on June, 5 – 7. Together with Jon Mikel Zabala Iturriagagoitia he presented a paper on “Functional Procurement for Innovation, Welfare and Sustainability” in a session on “Transformative Innovation Policy”. At another session he presented the new book entitled “Holistic Innovation Policy: Theoretical Foundations, Policy Problems and Instrument Choices”, Oxford University Press, March 2019 – written together with Susana Borrás.
